Second Bologna Policy Forum, Vienna, 12 March 2010

"Building the Global Knowledge Society:
Systemic and Institutional Change in Higher Education"

46 European countries participate in the Bologna Process aimed at creating a European Higher Education Area, but far more are interested in it. Various countries, namely Australia, Brazil, P.R. China, Egypt, Ethiopia, Israel, Japan, Kazakhstan, Kyrgyzstan, Mexico, Morocco, New Zealand, Tunisia, USA along with different stakeholders participated in the first Bologna Policy Forum in 2009 in Louvain-la-Neuve, Belgium.

The overall aim of this meeting has been to strengthen the mutual understanding and learning in the field of higher education, as higher education plays a key role in the development of our societies and in the pursuit and advancement of knowledge. The importance for public investment has been highlighted in the context of the financial crisis.

The recognition of studies and qualifications as well as the questions of quality assurance are key elements for promoting mobility and therefore a dialogue on recognition policies to explore the implications is important. Furthermore, transnational exchanges in higher education should be governed by academic values and a balanced exchange should be promoted (“brain circulation”).

It was agreed that the next Bologna Policy Forum 2010 would take place in Vienna on 12 March 2010, right after the Bologna Ministerial Anniversary Conference. More than 30 countries from all over the world have been invited to this dialogue with the 46 European Higher Education Area countries and the stakeholders.

The plenary sessions of the Policy Forum will be broadcasted live via Internet.
