Higher education institutions

Quality assurance

In Montenegro, the national accreditation body is the Council for Higher Education, which is appointed by the Government. The Council is responsible for assuring high quality higher education in Montenegro. It advises the Government and assists the institutions in improving and sustaining the quality of their activities. The conclusions and recommendations of the Council are accessible to the public. Foreign experts may be appointed as members of special commissions for evaluation and accreditation of institutions and study programmes. The Council appointed, for instance, a commission for the reaccreditation of the University of Montenegro, which consisted of EUA experts. The Commission finished its work in December 2007 and the report will soon be published on the web pages of the University of Montenegro and the Ministry. All information related to the Council for Higher Education will be available at the website of ENIC Montenegro, which is currently being set up (see below).

Academic recognition

ENIC Montenegro

For the time being, all information concerning activities of the ENIC Montenegro can be found at the website of the Ministry of Education and Science. The information includes a list of accredited study programmes and licensed higher education institutions in Montenegro, general information about ENIC Montenegro and its activities at international level, and general information about higher education reforms in Montenegro. Most information is available in Montenegrin only. The development of a separate website is underway, which will provide further information about the recognition procedure in Montenegro.

National student organisation

In Montenegro, students are organised in the Students' Parliament, which is autonomous in its work and authorised to represent and protect the rights and interests of students. The Students’ Parliament is made up of student representatives from each faculty and has representatives in the Managing Board and the Senate of the University. Representatives of the Students’ Parliament also have at least 15% of the seats of the Faculty Councils (the highest academic body of each faculty). Public institutions may give financial contributions to the establishment of student organisations, including investment and day-to-day expenditures for buildings and equipment.
